Public Information Centres
To facilitate discussion with the public and seek input on proposed transmission projects, Hydro One also holds Public Information Centres (PICs) at key stages of the Class EA process. The information collected at the PICs helps Hydro One's project team determine preferred routes and/or sites for new or upgraded facilities and to address any issues or concerns associated with a proposed undertaking.

Public consultation is an integral component of the Class EA process. Hydro One provides early notification of proposed undertakings to government agencies, municipal officials, potentially affected property owners and other local stakeholders, and maintains a project mailing list to keep interested parties informed and engaged throughout the study process.

Hydro One and the Ontario Power Authority held a briefing for municipal officials in the project study area and local distribution companies serving Essex County on March 4, 2008 to review with them the proposed undertaking, approvals processes and public consultation plan.

Hydro One and the Ontario Power Authority provided briefings to municipal officials and local distribution company representatives in June 2008 to review the rationale for identifying Alternative 2 as the preferred transmission option for Essex County.

Hydro One held a second series of Public Information Centres (PICs) on July 23 in Leamington and July 24 in Tecumseh to discuss the project and next steps in the Class EA process. A flyer and PIC invitation was also delivered to all residents/occupants and businesses within 500 metres of the proposed new facilities. At PIC #3, Hydro One will present and seek public input on its proposed site for the new Leamington Transformer Station and proposed route for the new transmission line to connect the station to the transmission grid.
 
Following analysis of technical, environmental and socio-economic factors, and public and stakeholder feedback, Hydro One’s preferred site for the Leamington Transformer Station would be on the north side of Concession Road 6, just east of the Municipality of Leamington’s utility corridor on the abandoned rail bed.  The preferred transmission line route would parallel the municipal utility corridor north from Concession Road 6 to just south of Staples.  It would then divert to the west and head north along the east side of Lakeshore Road 245 to connect with the existing transmission lines south of Hwy 401.  This proposed route was presented as Alternative Route A at the public information centres held in July 2008.
