August 8, 2008: The planning and analysis supporting the preferred site has been documented in Hydro One's Draft Environmental Study Report (ESR). The ESR is available for a 45-day public review starting on August 8, 2008. Copies are available for download below, or can be obtained from your local public library or municipal office.

Mississauga Transformer Station Project

Hydro One Networks Inc. (Hydro One) has initiated a Class Environmental Assessment (EA) to build a new transformer station (TS) in northwest Mississauga.

The project involves the construction of a new 230/44 kV TS. Supply facilities in northwest Mississauga have reached capacity and a new station is required. The study area for locating the new station is shown on the map below. The station will be connected to two existing 230 kV circuits that run parallel to Hwy 403. The TS would ideally be located adjacent to the existing transmission corridor. The Class EA will involve the identification and comparative evaluation of alternate sites to select a recommended site for the TS.

Contingent on the outcome of the Class EA approval process for the new TS, the facility may be in service as early as Summer 2009. All activities will follow Hydro One's Environmental Guidelines for Construction and Maintenance of Transmission Facilities.

The Need

The need was assessed in studies done jointly by Enersource Hydro Mississauga and Hydro One. The proposed TS will:

  • help meet the growing need for electrical supply in northwest Mississauga
  • help relieve loading on existing 230/44 kV transformation facilities serving Mississauga, including: Meadowvale TS, Erindale TS and Tomken TS.

Environmental Approvals Process

The Class Environmental Assessment (EA) will be carried out in accordance with the Class Environmental Assessment for Minor Transmission Facilities. The Class EA process falls under the Ontario Environmental Assessment Act and is an effective way of ensuring that minor transmission projects that have a predictable range of effects are planned and carried out in a manner which is environmentally acceptable. Hydro One has retained Dillon Consulting to provide assistance and gather relevant information for the Class EA study.

Following a consultation process with members of the public, government agencies and municipalities, a draft Environmental Study Report (ESR) is made available for stakeholder review and comment for a 30-day period. If no concerns are expressed during the 30-day review period, the project is considered to be acceptable. The final ESR is filed with the Ministry of the Environment and approval is granted.

If concerns are expressed during the 30-day review period, Hydro One will attempt to resolve them to complete the EA process. If Hydro One cannot satisfy all of the concerns, a stakeholder may submit a "bump-up" request for an individual Environmental Assessment of the proposed undertaking. Hydro One will then consider whether a re-designation of the project is appropriate, and send its response, the draft ESR and the individual's bump-up request to the Minister of the Environment for a decision as to whether or not the project requires an Individual EA or if the project should be approved as proposed.

Public Information Centres

Public Information Centre (PIC) sessions will be held to provide the community with opportunities to learn more about the project, provide input about project options, as well as discuss any issues or concerns with our project team. The date and location of the upcoming PIC is listed below:
