NEW – On September 30, the Ontario Energy Board (OEB) changed the eligibility requirements so more customers can receive support. Customers who have previously applied for support but didn’t qualify will be re-evaluated using the new eligibility requirements. There’s no need to reapply.

COVID-19 Energy Assistance Program (CEAP)

If you’re having difficulty paying your bill due to COVID-19, you may be eligible to receive a one-time credit of up to $230 on your Hydro One bill.

The Government of Ontario is providing $9 million to support residential customers struggling to pay their energy bills as a result of COVID-19. The COVID-19 Energy Assistance Program (CEAP) is delivered directly by electricity and natural gas utilities and unit sub-meter providers (USMPs), further to rules laid out by the Ontario Energy Board (OEB).

CEAP is a one time, on-bill credit for eligible residential electricity and natural gas customers to help them catch up on their energy bills and resume regular payments.

See if your household qualifies

In order to qualify, you must meet all of the criteria listed below:

  1. You had made at least a partial payment in respect to your electricity charges prior to March 17, 2020. This includes accounts subject to an arrears payment agreement.

  2. You have overdue amounts owing on at least two of your electricity bills since March 17, 2020, and have an overdue balance on the date of your application.

  3. You or your spouse/common law partner (who must share your address) qualified for the Canada Emergency Response Benefit (CERB) or received Employment Insurance (EI) after March 17, 2020.

  4. You haven’t received Ontario Electricity Support Program (OESP) or Low-Income Energy Assistance Program (LEAP) grants in 2020.

Eligible households will qualify for:

  • A one-time credit for half of the electricity charges that are overdue on the date of their CEAP application, up to a maximum of $115.

  • The credit can be higher for eligible electricity customers if their home is mainly heated by electricity or they use one of three at-home energy-intensive medical devices (kidney dialysis, mechanical ventilator or oxygen concentrator). In that case, customers may qualify for a one-time credit for half of the electricity charges that are overdue on the date of their application, up to a maximum of $230.

How to apply for a CEAP credit

It’s easy to apply. All you have to do is complete and submit an application form online. Mail-in and email application forms are being updated to reflect the new eligibility requirements and will be posted shortly.

As funding is limited, we encourage you to apply as soon as possible. Credits will be given on a first-come, first-served basis.

Other support programs available

If you aren’t eligible for CEAP, you may still be eligible for lower-income energy support programs such as the Ontario Electricity Support Program (OESP) and the Low-Income Energy Assistance Program , which is expected to reopen later this summer.
