New connections

For new connections to Hydro One’s transmission system, follow the Transmission Connection Process.​

Existing customers

Existing customers seeking to perform a replacement or modification of their existing connection, follow the COVER process steps outlined below.


 

Customer’s Keys to Success

  • Engage your Account Executive and submit your COVER Determination Form at least six months in advance of your planned modification

  • Familiarize yourself with the COVER Checklist and Tx COVER Form (links to all required forms can be found below)

  • Ensure your $25,000 Purchase Order meets Hydro One’s COVER Terms and Conditions

  • You will require outage, commissioning and test plans

  • Make early contact with your ESA representative where required

  • COVER signoff will require a Professional Engineer of Ontario

Confirmation of Verification Evidence Report (COVER)

As a Transmitter, Hydro One is accountable to support safe and reliable operation of the transmission system in Ontario.

For new connections to Hydro One’s transmission system, the Confirmation of Verification Evidence Report (COVER) and/or Design Compatibility Review (DCR) are included as part of new connection process. For replacements or modifications of an existing connection, customers must follow the COVER process steps outlined below.

Submit COVER Determination Form to Account Executive

The COVER and DCR process can take six months depending on complexity and availability of supporting resources. It is important you engage your Account Executive as soon as you know you are planning to modify your connection. Provide the COVER Determination Form to your Account Executive, including supporting information such as a Single Line Diagram and scope of work.

Note: Unplanned events may require a DCR and/or COVER prior to energizing your facility. Work with your Account Executive to determine the best path forward.


Design Compatibility Review (DCR) - if required

The DCR ensures the customer's new or modified design is compatible with Hydro One’s facilities and does not adversely impact the transmission system.

  • Not all projects require a DCR

  • The need for a DCR is determined once preliminary project information is submitted to the Account Executive via the COVER Determination Form


Submit COVER Checklist and Form to Hydro One

The COVER Report is a series of industry-accepted functional tests performed by the customer during the final commissioning stage of the project. Only tests applicable to your projects will be required and tests not applicable will be marked “N/A”. A Hydro One COVER Coordinator will be assigned to the project to validate form completion and coordinate any Hydro One activity related to the commissioning activity.

The COVER Report:
  • Is signed off by a professional engineer representing the customer

  • Validates the correct operation of the design or modification relating to the electrical protection and telemetry requirements

  • Validates critical major electrical equipment acceptance checks

  • Confirms ESA approval of the project where applicable

  • Ensures the electrical design is compatible with the Transmission System


Energization — Connected to Grid

The Integrated System Operating Centre (ISOC) will authorize customers to energize following the successful completion of the COVER and signoff by the COVER Coordinator. Upon completion of the work, Hydro One will true-up costs of the $25,000 Purchase Order and the customer will be billed on actual costs.
