Low-income Energy Assistance Program (LEAP)
Emergency help to pay your electricity bill
If you’re struggling to pay your Hydro One bill, we may be able to help. The Low-Income Energy Assistance Program (LEAP) pays up to $500 of the amount owing on your bill (up to $600 if your home is electrically heated). This is a one-time emergency payment only.
Do you qualify for LEAP?
To receive this grant, you must:
- Be a residential customer of Hydro One.
- Live at the home that is behind on the electricity bill.
- Have a family income below a certain limit. Those limits are laid out in the table below.

Household after tax income
Your household income is the total income of all people living at your address. The amount to qualify is based on both the number of people living in your home and your combined household income.
For example, a home with four people living in it with an annual after-tax income of $47,000 would be eligible for a LEAP EFA grant.

Ontario Energy Board, based on statistics from Statistics Canada.
For this program, Hydro One works with the United Way of Greater Simcoe County. They will help you and tell you what you will need to apply.

The United Way may also be able to help you:
- Have your security deposit credited to your Hydro One account or refunded by cheque
- Suspend disconnection for 21 days
- Get more time to pay overdue bills.

You may also qualify for the Ontario Electricity Support Program (OESP). Depending on your income and the number of people in your home, you could receive a credit of $30 to $50 on each electricity bill.
