Reinforcing the transmission system in northeast Ontario

Project overview

Long-term electricity demand in Ontario is increasing. To meet this need, we will invest in the proposed North Shore Link project. Once built, the North Shore Link will strengthen the capacity between the northeast and northwest and support the growing electricity demands of its communities, industries and businesses.

The proposed project is a new double-circuit, 230-kilovolt (kV) line between Mississagi Transformer Station (TS) near Wharncliffe and Third Line TS in Sault Ste. Marie. The project will be developed in partnership with First Nations.

Through Hydro One’s industry-leading First Nation Equity Partnership Model, First Nation partners will have the opportunity to invest in a 50 per cent equity ownership stake in the transmission line component of this project.

Based on local Indigenous community knowledge and input, as well as technical, socio-economic and environmental impacts in the project study area, Hydro One has identified the northern route as the preferred route.

Our evaluation of the route options considered four categories, including the natural and socio-economic environments; Indigenous culture, values and land use; and technical and cost considerations.

Planning process

The project will follow the Class Environmental Assessment for Transmission Facilities, 2024 in accordance with the Ontario Environmental Assessment Act. Work on the Class EA will begin with the publication of the Notice of Commencement. This is an important part of the planning process to assess potential natural, economic, social and cultural effects, determine measures to avoid or minimize impacts and evaluate route alternatives.

In addition to the Class EA, the project will require Ontario Energy Board approval under Section 92 (Leave to Construct) of the Ontario Energy Board Act.

Draft Environmental Study Report (ESR)

The 30-day review and comment period for the draft Environmental Study Report is now open.

Hydro One values community input and will carefully consider all comments. Any concerns raised will be addressed before the ESR is finalized and submitted to the Ministry of Environment, Conservation and Parks. Once complete, the final ESR will be posted below.

What is the North Shore Link draft Environmental Study Report (ESR)?

The draft Environmental Study Report (ESR) is a document that outlines all activities and findings of the North Shore Link project Class Environmental Assessment (EA) process. The draft ESR includes but is not limited to:

  • Project need and scope
  • Study area
  • Consultation and engagement summary
  • Evaluation of route options and how the preferred route was selected
  • Potential environmental effects and mitigations

What is the need for this transmission line?

As part of plans to address future growth in northeastern Ontario, the Independent Electricity System Operator’s (IESO) has identified the need for added capacity in the northeast. Once built, will reinforce the transmission system in northeastern Ontario while supporting the growing electricity demands of industries, businesses and residents.

In addition to meeting growing electricity needs, this new line will improve the overall resiliency of the northern Ontario transmission network.

How was the preferred route selected?

Over the course of the Class EA, we studied each route alternative by collecting data from a variety of sources, such as existing reports and plans, conducting environmental field surveys and technical assessments, as well as engagement opportunities to gather input and feedback.

A weighted multi-criteria decision making analysis was used to evaluate the alternative routes to select a preferred route. The analysis balances project-specific criteria in four equally weighted categories of evaluation criteria: natural environment, socio-economic environment, Indigenous culture, values and land use, as well as technical and cost. Based on the evaluation, route segments 1D and 3B, with a modification at the southern end of 3B to align with the existing Hydro One corridor into Third Line TS was selected as the preferred route.

I received a letter indicating my property will be affected. How can I get more information?

Now that a preferred route has been selected, the Hydro One Real Estate team will work with directly affected property owners to seek voluntary agreements for the property rights needed to construct and operate the project.

Pending project approvals, we are focused on starting construction in 2027 to meet the 2029 in-service date.
