Hydro One issued the draft Environmental Study Report (ESR) for the proposed Clarington TS project for a 30-day public and agency review and comment period that concluded on December 17, 2012.


Notice of Completion advertisement was also published in local newspapers. During the review period, Part II Order requests were received by the Minister of the Environment, requesting that the project be subject to an Individual Environmental Assessment (EA). On January 2, 2014, the Minister ruled that Hydro One’s proposed Clarington TS does not require an Individual EA, however Hydro One must satisfy conditions as described in the decision.

Hydro One filed its final ESR with the Ministry of the Environment (MOE) in January, 2014 and proceeded to obtain the remaining permits and approvals required for the project.


On June 24, 2014, we received approval from the MOE on the Groundwater and Surface Water Monitoring Program prepared by Stantec Consulting Ltd., for Clarington TS. Hydro One is committed to working with Stantec Consulting Ltd., to implement a groundwater and surface water monitoring program before, during, and after the construction of Clarington TS. On March 23, 2015, Hydro One received the required Environmental Compliance Approvals with respect to noise and drainage for Clarington TS from the Ministry of the Environment and Climate Change (MOECC).


On May 26, 2015, Hydro One received a Permit to Take Water (PTTW) for activities related to the construction of Clarington TS from the MOECC.
