Hydro One is proposing to amend the Class Environmental Assessment (Class EA) for Minor Transmission Facilities as a result of changes made to the Environmental Assessment Act (EAA) via the More Homes, More Choice Act (2019). These changes are in line with the government’s overarching objective of focusing EA on higher risk activities and discontinuing costly and time-consuming efforts to study low risk activities presenting minimal to no potential for environmental effects.
The Class EA sets out a standard planning and reporting process for a defined class (or group) of transmission projects. The types of projects subject to the Class EA are considered to be routine with predictable and manageable environmental effects.
In addition to clarifications and administrative updates, Hydro One is seeking to create a ‘Category of Exempt Undertakings’ as permitted in subsection 15.3(1) of the More Homes, More Choice Act (2019). The proposed amendments improve alignment with other Class EAs and Ontario Regulation 116/01 (Electricity Projects). Consultation on the proposed amendments is being coordinated between Hydro One and the Ministry of the Environment, Conservation and Parks (MECP) - the approving authority.

The review period from July 8 to August 22, 2020 has now ended, however, the government has extended the review period for Indigenous communities until September 22, 2020. The purpose of the review period is to provide an opportunity for input by interested parties, including the public, Indigenous communities, government agencies, municipalities and associations, local distribution companies, transmitters, and mining companies.
