Enabling partners to access our assets effectively and efficiently

To better support Hydro One partners to achieve the timely deployment of distribution joint use requests, Hydro One launched a choice-based operating model in September 2021. The choices are the following:

  1. Applicant Execution – Interested distribution joint use partners may choose to engineer, procure, construct (“EPC”) the work required on Hydro One infrastructure using a qualified Hydro One-approved service provider to execute work in accordance with Hydro One’s technical, commercial, operational, and regulatory requirements.

  2. Hydro One Execution – Based on resourcing considerations and availabilities, distribution joint use partners may choose to request that Hydro One execute related work in support of broadband deployment, consistent with our traditional distribution joint use processes.

Step 1: Verify your proposal and attachment(s) are allowed by Hydro One
 

Hydro One accepts requests to attach on our assets from:

Telecommunication Companies Local Distribution Companies (LDCs) Generators Municipalities and First Nations


Attachments which are NOT permitted on Hydro One distribution poles:

Hydro One will NOT accept any attachments from organizations that do not have an executed licensed pole attachment agreement or that poses a risk to the safety of th​e public, Hydro One staff or our assets. This includes, but is not limited to:

Step 2: Review the tips for successful planning and engagement with Hydro One
 

As you consider planning for and coordinating a distribution joint use engagement with Hydro One, there are a few critical items to ensure success:

Early Notice & Communications of Planned Work

Providing early notice of planned work will ensure that Hydro One has ample time to assess the work scope and determine how best to support distribution joint use partners with their planned deployments.

Submission of Application Forecasts

Application forecasts are critical for Hydro One to better plan its resource strategy, and determine the extent of any coordination required, including potential opportunities to leverage planned capital or sustainment work Hydro One may be undertaking in/around the areas of the planned builds.

  • Contact ExternalJointUse@HydroOne.com to provide forecasts of estimated permit application submissions and corresponding poles and/or fibre kilometres to be attached in JUMP and/or other formats requested by Hydro One.

Bundling of Application Submissions

Bundled applications allow Hydro One to determine how to most effectively and efficiently support the planned deployments. Ensure applications are bundled by the following categories:

  • Application Size: Recognizing that certain deployments may result in applications being submitted with less poles, distribution joint use partners will be required to look at bundling poles into a project that can allow for Hydro One to determine the most effective/efficient resourcing strategy as needed, while being responsive to the partners’ deployment timelines.

  • Geography: Recognizing that certain applications may be in areas where bundling may not be viable, distribution joint use partners will be required to look at bundling if poles into a project that are in proximity to each other (i.e., relatively close driving distance).

  • Work Scope: Recognizing that certain applications may have a fixed work scope where bundling may not be viable, distribution joint use partners will be required to look at bundling poles into a project with similar work scopes and combining poles with more complex work scope (e.g., attaching on poles crossing railroads, waterways, requiring third party consents etc.). This will allow Hydro One and the distribution joint use partner to then progress work forward, while being responsive to the partners’ deployment timelines.

Step 3: Complete the online Distribution Joint Use Partner Eligibility Form (PEF)
 

To become a licensed distribution joint use partner, complete Hydro One’s online Partner Eligibility Form (PEF) and a representative will walk you through the process, or contact us at ExternalJointUse@HydroOne.com

Step 4: Complete the online Confidentiality Agreement Inquiry Form (CAIF)
 

Distribution joint use partners are now able to make information inquiries and data requests as it relates to Hydro One’s high-level work plans where available, applicable distribution standards and select system assets. Upon signing of the Confidentiality Agreement — also known as a Non-disclosure Agreement (NDA) — your organization will be eligible to access the BlackBerry® Workspaces site where data or information requests will be stored to facilitate secure file sharing.

Hydro One will continuously be adding and updating files within this application. Distribution joint use partners are reminded that any information or datasets shared with them are intended for planning, coordination and estimating purposes, and may not reflect current field conditions.

In order to access Hydro One’s BlackBerry Workspaces site, you will need to do the following:

  • Execute a Confidentiality Agreement with Hydro One Networks Inc. and please email the ExternalJointUse@HydroOne.com team to obtain a copy along with the email addresses of the employees from your company that will require access to BlackBerry® Workspaces site.

  • Once Hydro One has enabled access for those individuals requesting access, email prompts would follow to complete the setup of their profile in BlackBerry® Workspaces.

  • Once logged in, users can follow the menus and prompts to access the information or data.

Step 5: Request access to the Joint Use Management Portal (JUMP)
 

To request access to JUMP, click the "Request Access" link on the JUMP login screen (see screenshot below)
