Any Retrofit applications submitted to Hydro One before April 1, 2019 and pre-approved before May 1, 2019 will continue to be managed by Hydro One. Any applications that do not receive pre-approval before May 1 will be transfered to the Independent Electricity Systems Operator (IESO). Who is this program for?

Any business type can benefit.

The Retrofit Program is for owners and managers of commercial buildings, institutional buildings, industrial facilities, agribusinesses and multi-residential buildings. Incentives are available for replacing inefficient equipment with high-efficiency equipment. The amount of the incentive is based on the difference between the amount of electricity the equipment currently uses and the amount that the new equipment will use. Typically, retrofit projects also help reduce maintenance costs.

Gather the required project information and complete the relevant worksheet(s) – see under incentives above.

Incentives are available under two tracks


Select your project from a set list of measures, each with a corresponding incentive. For upgrades to existing equipment, the incentive amount depends on the type, efficiency and quantity of equipment installed.

Qualifying measures/worksheets


For measures not covered under the Prescriptive track, we offer incentives based on verified energy savings.

Lighting project incentives:

The greater of either, $400/kW of demand savings or $0.05/kWh of first year electricity savings (to a maximum of 50% of project costs)

Non-lighting project incentives:

The greater of either, $800/kW of demand savings or $0.10/kWh of first year electricity savings (to a maximum of 50% of project costs)

Qualifying measures/worksheets

Upgrades to these technologies and more qualify:

  • Lighting upgrades to LED and T8s

  • Controls for occupancy, CO monitoring, ventilation

  • Air conditioning units from 3 to 63 tons or greater

  • Variable frequency drives for fans, pumps, HVAC

  • Refrigeration, both retail and industrial

  • Monitoring and targeting information systems

  • Compressed air systems upgrades or replacements

  • Chiller plant upgrades or replacements

  • Building envelope improvements.

Upgrade to qualifying T8 LEDs

Currently there are three types of T8 LED replacement lamps available:
  • UL Type A operate using existing fluorescent electronic ballasts

  • UL Type B require line voltage to be wired directly to the fluorescent fixtures sockets

  • UL Type C require external dedicated drivers.

As of August 6, 2018, only “double-ended” Type B LEDs listed under UL code UL1598c will qualify for incentives under the Custom track. All LED products must be certified for use in Canada and appear on the DLC Qualified Products List.  

Get your project pre-approved before making any changes


Retrofit Program incentives are based on your estimated energy savings. To verify these savings, we may need to do a site visit to inspect your old equipment. It is important that you not purchase, remove or demolish any equipment that you want to be part of the project. Even before signing a purchase order, make sure your project is approved.


To qualify, all projects must be pre-approved.
